Yuliya Bidenko

Yuliya Bidenko is a visiting scholar at Carnegie Europe, where her work focuses on Ukrainian resilience and reconstruction, decentralization, civil society, and political regime changes. She is also an associate professor at Karazin Kharkiv National University’s political science department.

Previously, Bidenko was a senior visiting research fellow at the Free University of Berlin, a visiting fellow at the Centre for Eastern European and International Studies (ZOiS), and a visiting fellow at the Institute for Human Sciences (IWM) in Vienna. Between 2021 and 2022, she was the author of the Ukraine chapter of the Freedom House’s annual “Nations in Transit” report.

An expert and trainer for civic education projects for Ukrainian youth, women in politics, civic activists, and electoral commission members, Bidenko works with Ukrainian and international NGOs. She regularly gives interviews and offers consultations to the media, donors’ organizations, and think tanks.
