EU association deals with Ukraine, Georgia, and Moldova have proven to be key drivers of reform in all three countries. The emphasis should now be on implementation, not simply legislative adoption.

Extensive reform efforts are under way across Ukraine. Yet the country will not stabilize its finances until it addresses what both investors and ordinary citizens care about most—corruption.

Addressing Central Europe’s weaknesses vis-à-vis Moscow is tricky. But doing so is vital not only to lessen Russian influence but also to complete the region’s democratic transition.
